Create the Artificial Intelligence Study Commission
Ohio H.B. No. 663 (136th General Assembly, introduced) has not been enacted. If enacted, Section 1 would create the Artificial Intelligence Study Commission to review how state and local governments oversee and regulate artificial intelligence (Section 1(A)(1)). By December 31, 2028, it would report findings and recommendations to the Governor and the legislative leaders of both chambers. The report would include a review of state and local government use of AI in Ohio and recommendations for a comprehensive regulatory framework (Section 1(A)(2)(a)-(b)). The Commission could also hold hearings on pending bills and make recommendations to members of each chamber (Section 1(B)). Its members would be the State Chief Information Officer and the Director of Commerce, who would co-chair, plus gubernatorial and agency appointees. These would represent the private sector, energy and critical infrastructure, higher education, public safety, K-12 education, local workforce development, consumers, local government, and agriculture. Four legislators would also serve, two from each party (Section 1(C)). All members would vote, serve at the pleasure of their appointing authority, and serve without compensation (Section 1(D)). The first meeting would be called by the Governor no later than January 30, 2027, with quarterly meetings or more after that (Section 1(E)). Legislative staff and the Departments of Administrative Services and Commerce would provide support (Section 1(F)). The Commission would cease to exist on January 1, 2029 (Section 1(G)).
