Pennsylvania House Bill 1857 (Printer's No. 2298), the "Artificial Intelligence Transparency in Services Act," has not been enacted. It was referred to the House Committee on Communications and Technology on September 10, 2025. If enacted, a business entity (a for-profit corporation, LLC, partnership, LLP or Subchapter S corporation) that uses artificial intelligence in any part of a consumer interaction with a Pennsylvania resident would have to disclose that use clearly and conspicuously at the start of the interaction (Section 3(a)). The disclosure would have to be in plain language, oral or written, and reasonably accessible to people with disabilities or limited English proficiency (Section 3(b)). On request, the business would have to give the consumer timely access to a human representative if one is reasonably available (Section 3(c)). For "high-impact decisions," meaning decisions that materially affect legal rights, employment, housing, credit, education, health care or access to government benefits, consumers could request human review (Section 4(a)). The business would have to tell consumers about this right (Section 4(b)). It would have to begin the review within 14 days of the request and finish it and deliver the decision within 28 days (Section 4(c)). The Attorney General could bring a civil action under the Unfair Trade Practices and Consumer Protection Law for civil penalties of up to $2,500 per violation (Section 5(a)). Section 5(b) says the bill does not limit other remedies available at law. The act would take effect six months after enactment (Section 6).
