In certification of teachers, providing for use of artificial intelligence in education.
Pennsylvania House Bill 2788 (Printer's No. 3907) has not been enacted. It was referred to the Education Committee on 2026-09-24, and the record shows it was reported as committed and laid on the table on 2026-10-06. If enacted, it would add Section 1205.9 to the Public School Code of 1949, titled "Use of Artificial Intelligence in Education." Under subsection (a), a school entity (school district, charter, cyber charter, regional charter, intermediate unit or area career and technical school) may give school employes training on AI in education. Training would cover at least: uses and limitations of AI for instructional programming; identifying, evaluating and verifying AI-generated content; academic integrity, assessment and student use; student privacy, personally identifiable information, data security and cybersecurity risks; algorithmic bias, discrimination, accessibility, transparency and ethics; and the school entity's own AI policies. Employes who must complete continuing professional education under section 1205.2 or 1205.5 would get credit if the Department of Education approved the training program. School entities must make a reasonable effort to schedule the training during paid working hours or in-service training. Under subsection (b), if funding is made available, the department would give grants to school entities for the training costs. It would set up an application process and issue guidelines, including eligible uses and minimum and maximum awards. Grant funds could pay higher education institutions, intermediate units, nonprofits or other providers whose programs are approved under section 1205.2(c). For each fiscal year with grant funding, the department would publish a web report with award amounts by recipient, how awards were used (including contracted services), and the number of employes trained by recipient. Subsection (c) defines AI (including generative AI), AI-generated information and content, and other terms. Section 2 makes the act take effect in 60 days.
