Ai Legislative Task Force
CS for House Concurrent Resolution 3(CRA) is a resolution that has not been enacted. It is in committee, having been referred to Finance after the Community and Regional Affairs Committee reported it. If adopted, it would establish the Joint Legislative Task Force on Artificial Intelligence to examine the development, implementation, and regulation of AI in Alaska. The task force would: (1) create common terms and definitions; (2) evaluate current and potential AI uses and costs in state government, including data management, service delivery, decision-making, efficiency, and staffing vacancies; (3) assess economic opportunities, including entrepreneurship, data centers, and technology hubs; (4) investigate ethical, legal, and privacy concerns, including the use of generated images, in public and private sectors; (5) explore workforce implications, including training and education programs; (6) recommend policies and legislation for responsible and secure AI use inside and outside state government; and (7) develop a long-term strategic plan and recommended budgets. The task force would have seven members: three senators appointed by the senate president, one of whom is vice-chair, and four representatives appointed by the house speaker, one of whom is chair. The chair would preside and coordinate activities, ensuring equal representation of both bodies in decision-making. Members would evaluate AI objectively without focusing solely on specific regions, vendors, or industries. Legislative staff and the Legislative Affairs Agency may provide support. Meetings would be at the chair's call, held virtually where practicable, and a majority would be a quorum. A report of findings and recommendations would be due by January 31, 2026, with interim reports allowed. The task force would expire on February 2, 2026.
