Artificial Intelligence and Children's Internet Safety Study Commission, created
HJR51 (Alabama), enrolled and enacted on 2026-03-10, creates the Study Commission on Artificial Intelligence and Children's Internet Safety. Membership under subsection (a) includes two Senate members appointed by the President Pro Tempore and one by the Senate Minority Leader, two House members appointed by the Speaker and one by the House Minority Leader, the Attorney General or designee, and one member each appointed by the Commissioner of the Department of Mental Health, Voices for Alabama's Children, Alabama Cable and Broadband Association, TechNet, the Lieutenant Governor, and the Alabama Broadcasters Association. Under (b), appointing authorities must coordinate to make the membership diverse (racial, gender, geographic, urban/rural, economic). Under (c)(1), the commission must study the effects of AI, social media, and Internet use on children; investigate how other states protect children's health and safety amid widespread AI and social media; and develop recommendations for potential legislation. Under (c)(2), it is to work, as practicable, with Alabama's Congressional delegation and the U.S. Department of Justice. Under (d), the first meeting must occur by May 1, 2026, and the commission elects a chair and vice chair. Under (e), the Legislative Services Agency, House Clerk, and Senate Secretary provide administrative help. Under (f), legislative members receive legislative compensation, per diem, and travel expenses under Section 49 of the Constitution of Alabama of 2022; nonlegislative members serve without compensation but may be reimbursed for necessary expenses. Under (g), a report of findings, conclusions, and recommended legislation is due to the Legislature by November 1, 2026, after which the commission is dissolved. Under (h), per Section 36-14-17.1, Code of Alabama 1975, it must give the Secretary of State notice of meetings, member names, and its final report and documents.
