Artificial intelligence; statewide education program
Arizona House Bill 2409, titled the 'Getting Arizona Ready for AI Act,' adds section 15-249.20 to the Arizona Revised Statutes (Title 15, Chapter 2, Article 2) to establish the Arizona Artificial Intelligence Education Program within the Department of Education. The program requires the department to offer a voluntary AI education course each summer at various locations statewide, open to any Arizona resident. The course must include two curriculum tracks: (1) a Digital Hygiene and Civic Integrity curriculum covering digital hygiene principles (based on a specified monograph on preventing misuse of digital influence), algorithmic bias, personal data protection, media literacy to identify AI-generated misinformation, and critical thinking skills; and (2) an Artificial Intelligence for Small Business and Entrepreneurship curriculum covering available AI tools for small businesses, AI use in marketing and customer outreach, AI for operational efficiency, and ethical considerations of AI in business. The Office of Economic Opportunity is responsible for developing the small business curriculum, identifying volunteer instructors from business, technology, and education backgrounds, and locating facilities statewide. State agencies, cities, counties, universities, community colleges, and public and private schools may allow uncompensated use of their facilities for the program (Section 15-249.20(C)). Public schools, Arizona Board of Regents universities, and community colleges as defined in section 15-1401 may award academic credit to individuals who complete the course (Section 15-249.20(D)). The legislature finds that AI presents economic opportunities and challenges to individual liberty and democratic integrity, and intends the program to empower residents with digital hygiene principles and practical AI skills.
