Arizona House Bill 4005 adds Section 15-701.05 to the Arizona Revised Statutes, requiring each school district to provide instruction on the ethical, moral, and educational uses of artificial intelligence beginning in the 2027-2028 school year. Instruction must be delivered to all students in grades three, six, eight, ten, and twelve. The curriculum, adopted by the Department of Education, must cover: (1) basic techniques for using AI, including prompt writing; (2) ethical considerations for using AI in learning and daily life; and (3) how AI might threaten human health and existence. Districts may deliver the instruction through a separate course or by incorporating equivalent time into existing curricula. Each school district must submit an annual report to the Department of Education by October 15 describing the instruction provided and enrollment metrics. The Department may offer guidelines, resources, or grants to assist implementation. The bill specifies that the curriculum must be developed by a university school under the Arizona Board of Regents, located in the most populous county, established between 2015 and 2018, that fosters intellectual diversity and serves as a civic education resource. The bill defines 'artificial intelligence' as a machine-based system that makes predictions, recommendations, or decisions, including generative systems that produce content in response to prompts. Legislative findings state that students must understand AI's ethical uses to remain globally competitive and that schools have a responsibility to prepare students with these skills.
