Artificial intelligence; nursing tasks; pilot
Arizona HB 4080 (57th Legislature, 2nd Regular Session, 2026) establishes the Artificial Intelligence Nursing Innovation Pilot Program within the Department of Health Services (Section 1). The program is designed to develop and test AI that performs nursing-adjacent tasks or workflows in clinical settings, with goals of upholding patient safety and privacy standards, improving patient health outcomes, and supporting the nursing workforce. By October 1, 2026, the Department must form an advisory committee of up to seven members including representatives from the Department, the Arizona State Board of Nursing, at least one representative from an accredited Arizona school of nursing, and at least one licensed nurse with five or more years of recent bedside or clinical experience. By January 1, 2027, the Department must select up to five technology vendors recommended by the advisory committee. Vendor applications must describe the AI agent's model and expected outcomes, include an agreement with an accredited Arizona nursing school for education and oversight, specify safety mechanisms (human override capability, escalation processes, audibility/documentation, and technical guardrails), and provide plans for sustaining, licensing, or terminating the model. The advisory committee must monitor participants for patient safety and privacy compliance. Progress reports are due to the Department by December 1, 2027 and December 1, 2028; a final report including regulatory framework recommendations for AI licensure in healthcare is due by July 1, 2029. The Department must submit approved reports to the Governor, legislative leadership, and Secretary of State by January 1, 2028, January 1, 2029, and August 1, 2029 respectively. The program and all provisions of Section 1 are repealed after December 31, 2029. 'Nursing-adjacent tasks or workflows' are defined as functions that support or supplement licensed nurses but do not include independent patient assessment or treatment.
