Pupil safety: nonconsensual artificial intimate images: study.
California Assembly Bill 2291, introduced by Assembly Members Lackey, Alanis, and Blanca Rubio, adds Section 33319.7 to the Education Code to require the State Department of Education to conduct a study on nonconsensual artificial intimate images (AI-generated or AI-manipulated intimate images created without consent) involving K–12 pupils. Under Section 33319.7(a), the study must include: (1) a summary of school resources addressing such images; (2) the number of incidents reported to local educational agencies and law enforcement since January 1, 2024, along with responses and outcomes; (3) the effects of these images on pupils; (4) recommended revisions to school policies to ensure compliance with Title IX of the federal Education Amendments of 1972 (20 U.S.C. Sec. 1681 et seq.); and (5) a summary of current school policies and procedures for responding to such incidents. Under Section 33319.7(b), the department must complete and submit the study to the appropriate fiscal and policy committees of the Legislature on or before January 1, 2028. Per Section 33319.7(c)(2), the provisions are repealed on January 1, 2032. The bill requires a majority vote, has no appropriation, and applies to the fiscal committee but not local programs.
