Report: labor force impact: artificial intelligence.
California Assembly Bill 2545 (introduced by Assembly Member Schiavo, February 20, 2026) adds Section 9620 to the Unemployment Insurance Code to establish the California Artificial Intelligence Worker Impact Data Assessment Project within the Employment Development Department (EDD). The bill also creates a 14-member California Artificial Intelligence Worker Impact Data Assessment Project Advisory Panel, to be appointed by March 1, 2027, with members drawn from University of California Labor Centers, AI developers, nonprofit organizations, bona fide labor organizations (public, private, and multisector), small and medium-sized employers, large private sector employers, nonprofit organizations with AI deployment experience, and local governmental entities. Members serve without compensation but are reimbursed for necessary expenses. Under Section 9620(d), the EDD, in consultation with the advisory panel, must assess data sources and collection methodologies used by federal, state, and local governmental agencies regarding the use and impact of advanced artificial intelligence systems on the labor force, and compile a report on existing data collection systems and gaps. By January 1, 2028, per Section 9620(e), the advisory panel must submit a report to the Legislature covering: identification of key questions about AI's impact on individual workers and labor markets; an inventory of existing state data across agencies; assessment of federal and local governmental data systems; assessment of current data-collection partnerships; assessment of nongovernmental data-collection efforts; and gaps in data collection. The report must also include policy recommendations on how to support workers impacted by AI and how to keep workforce pipelines open for positions requiring expertise (Section 9620(f)). The advisory panel dissolves upon submission of the report (Section 9620(g)), and all provisions are repealed on January 1, 2029 (Section 9620(h)).
