Artificial intelligence program: Attorney General.
Senate Bill 69, introduced by Senator McNerney, amends California Government Code by adding Section 12525.6, which requires the Attorney General to establish and maintain a program to build internal expertise in artificial intelligence (AI), including its applications, risks, regulatory implications, and civil rights impacts. The program must include: (1) designating a team or office within the Department of Justice responsible for AI-related legal and policy issues; (2) recruiting or training legal and technical staff with specialized knowledge in AI, machine learning, and automated decision systems; (3) collaborating with academic institutions, civil rights organizations, and technical experts; and (4) collaborating with state agencies including the Department of Technology and the Government Operations Agency. By July 1, 2027, and annually thereafter, the Attorney General must submit a public report to the Legislature describing the department's activities under Section 12525.6, key developments in AI law and policy, and recommendations for additional state oversight or safeguards. The bill also amends Section 44127 of the Health and Safety Code to add a disbursement mechanism for the Clean Cars 4 All Program, allowing participating air districts to submit disbursement requests to the State Air Resources Board when their available program funding falls below four months of expenditures; the state board must verify and process such requests within 30 days and issue funds within 60 days if sufficient reserves remain.
