Public higher education: artificial intelligence usage.
California Senate Concurrent Resolution No. 82 (SCR 82), introduced by Senator Niello with Assembly Members Fong and Sharp-Collins, encourages the leaders of the University of California, California State University, and California Community Colleges to jointly form a workgroup of faculty, staff, and administrators to review and develop best practices for artificial intelligence use in public higher education. The workgroup is directed to address strategies for acceptable AI use while upholding academic honesty and ethical standards; protecting student privacy and personal information; mitigating plagiarism; ensuring safe and responsible AI use; and reducing harms from excessive AI sycophancy and addictive features. It should also address AI's role in student academic support, professional development for professors on recognizing and responding to improper AI use in student work, and best practices for handling violations of AI usage standards with student input. The workgroup is encouraged to collaborate with faculty, administrators, students, outside higher education experts, and statewide associated student body liaisons from all three segments. Within one year of its formation, the workgroup must produce a public report on agreed-upon strategies and best practices and submit that report to the Legislature and relevant policy committees with jurisdiction over higher education and privacy and consumer protection. The resolution has no fiscal committee impact and is non-binding in nature.
