Artificial Intelligence Literacy in Education Act of 2025
The "Artificial Intelligence Literacy in Education Act of 2025" (B26-0491) was introduced in the DC Council on 2025-11-17 and referred to the Committee of the Whole. It has not been enacted. If enacted, it would require each local education agency (DC Public Schools or any public charter school or group of charters under a single charter) serving grades 9-12 to adopt and implement a model AI literacy policy on appropriate use and instruction of artificial and generative intelligence by students and staff. The deadline is 15 days before the start of the 2026-27 school year (Sec. 3(a)). Each policy would introduce AI and generative AI concepts, define appropriate and responsible use in educational settings, and critically evaluate AI tools within the curriculum, focusing on transparency, equity, accountability, privacy, security, safety, and assessing the intent and credibility of AI-generated content (Sec. 3). The Office of the State Superintendent of Education (OSSE) would issue implementation guidance and provide a professional development program for educators. It would also require at least one professional development course per school year on integrating AI into teaching, including media literacy skills such as evaluating sources, identifying AI-generated content, and navigating misinformation (Sec. 3(b)). Sec. 2 defines AI, AI literacy, generative AI, LEA and OSSE. Sec. 4 adopts the committee report's fiscal impact statement. Under Sec. 5, the act takes effect after mayoral approval, a 30-day congressional review period, and publication in the DC Register.
