Autonomous Vehicle Deployment Authorization Amendment Act of 2026

Bill 26-684 would establish a Commercial Autonomous Vehicles Program within the District Department of Transportation (DDOT) to permit certain autonomous vehicles to transport passengers and goods in the District. Applicants and permit holders would be required to submit planning documents, reports, and data to DDOT. The bill establishes penalties for noncompliance with program requirements and creates an appeals process. It would also introduce a vehicle miles traveled (VMT) tax applicable to commercial autonomous vehicle operations, and require autonomous driving system manufacturers to register their products with DDOT.
