An Act To Amend Title 29 Of The Delaware Code Relating To The Artificial Intelligence Commission.
House Bill No. 16 amends Title 29 of the Delaware Code to modify the structure and membership of the Delaware Artificial Intelligence (AI) Commission. The bill makes two primary changes. First, in Section 1, it amends the definitions section (§ 9042C) by removing the defined term 'Appointed member' and renumbering the remaining definitions for 'Artificial Intelligence,' 'Commission,' and 'Generative AI.' Second, in Section 2, it amends § 9043C to clarify membership language by replacing references to 'appointed member' with 'appointed, voting member' in subsections (b) and (c). Most notably, the bill adds a new subsection (e) directing the Chair of the Commission to appoint annually one nonvoting member who is, or will be in the next school year, a tenth, eleventh, or twelfth grade student enrolled in a public or private school in Delaware. Priority must be given to students who have demonstrated an interest in and commitment to the study of AI. The Commission's existing expiration date of July 17, 2034, under 84 Del. Laws, c. 307, § 3, is unchanged.
