Florida CS for SB 7030 (2026) creates public-records exemptions for the Department of Legal Affairs covering three categories of AI-related consumer-protection investigations. Specifically, the bill amends ss. 501.9984, 501.9985, and 501.9986, Florida Statutes, to shield from public disclosure all information the department holds in connection with notifications or investigations of violations of those sections — which respectively govern companion chatbot use for minors, bot-related consumer protections, and deidentified data consumer protections. Under each new subsection, investigation records are confidential and exempt from s. 119.07(1) and Art. I, s. 24(a) of the Florida Constitution while an investigation is active. During an active investigation the department may share information for official duties, to alert the public about victims of improper customer-record use, or with other governmental entities. After an investigation closes, five categories of information remain permanently exempt: otherwise-already-exempt information, personal identifying information, computer forensic reports, data-security vulnerability information, and proprietary information. 'Proprietary information' is defined identically in all three sections as privately held, competitively sensitive information not publicly available. Each exemption sunsets on October 2, 2031, subject to the Open Government Sunset Review Act under s. 119.15, unless the Legislature reenacts it. The act takes effect contingently on the enactment of SB 482 or similar legislation in the same session (Section 7).
