It says Zero-to-Zero has been tested on only about 25 percent of CSX territory. It says the feature keeps engineers from building and maintaining their skills. It also says Trip Optimizer malfunctions daily, which can cause train separation, blocked crossings, delayed emergency vehicles, and derailments. The resolution also directs the Clerk of the House to make copies available to the public and press. It is non-binding and creates no state law or regulation.
