Senate Resolution 391 was adopted by the Georgia Senate. It creates the Senate Study Committee on Artificial Intelligence and Digital Currency. The resolution's findings say AI is increasingly used in healthcare, financial services, education, housing, and transportation. They also say digital currency is spreading quickly and raises concerns about misuse and about mass adoption without common-sense standards and safeguards. The findings add that AI can help identify and prevent security threats in digital currency systems. They also say Georgia should promote responsible innovation, competition, and collaboration while enforcing existing consumer protection laws and adding appropriate safeguards against fraud, unintended bias, discrimination, and privacy infringements. The committee has six members, appointed by the President of the Senate, who also designates a legislative member as chairperson (paragraph 2). It must study the conditions, needs, issues, and problems described in the resolution and recommend any action or legislation it considers necessary or appropriate (paragraph 3). The chairperson calls the meetings (paragraph 4). Paragraph 5 sets allowances and expenses. Legislative members receive the allowances under Code Section 28-1-8. State officials and employees who are not legislative members receive no compensation but may be reimbursed for expenses. Other members receive the daily expense allowance in Code Section 45-7-21(b) plus mileage. Allowances are limited to four days unless more are authorized, and funds come from Senate appropriations, except that agencies cover the expenses of their own officials and employees. A report, with or without legislative suggestions, may be filed only if a majority of a quorum approves it. The chairperson signs it and files it with the Secretary of the Senate. Without an approved report, the chairperson may file the meeting minutes instead (paragraph 6). The committee is abolished on December 1, 2025 (paragraph 7).
