Hawaii H.B. 1384 (H.D. 1), introduced in the 33rd Legislature (2025), establishes the Hawaii Artificial Intelligence Advisory Council within the Department of Accounting and General Services (Section 1). The council's purpose, defined in Section 1, is to recommend and annually update an action plan and advise the legislature on AI awareness, education, policy, and usage aligned with state goals, supporting public employees in delivering public services. Membership includes senior state officials such as the chief information officer and director of finance (who serve as co-chairs), the attorney general, comptroller, directors of multiple state departments, the chief data officer, legislative appointees, and seven governor-invited members with expertise in areas including workforce development, AI development, and technology policy. The council must meet at least four times per calendar year. Under Section 4, the council must develop an action plan addressing how to position Hawaii competitively for AI economic benefits, responsibly use AI in government, and ensure AI vendors meet responsible-use standards. A status report to the legislature is due no later than 20 days before the 2026 regular session. An interim report due by December 31, 2026 must address AI's impact on Hawaii's labor market, industry and workforce implications, economic growth initiatives, legal and policy recommendations, worker displacement strategies, and transparency measures. A final report and action plan due by December 31, 2027 must include governance frameworks, risk analyses, and recommendations for competitive positioning and responsible government use of AI. Section 5 appropriates general funds (amounts left blank) for fiscal years 2025-2026 and 2026-2027 to cover staffing, consultancy services, and administrative costs. Per Section 6, the Act takes effect July 1, 3000 and is repealed December 31, 2027 — the July 1, 3000 effective date appears to be a placeholder indicating the bill has not yet been enacted.
