Relating To Artificial Intelligence.
Hawaii H.B. 1676 (H.D. 1), introduced in the 33rd Legislature (2026), establishes an Artificial Intelligence in Education Task Force within the University of Hawaii (Section 2). The task force is chaired by the executive director of Hawai'i P-20 Partnerships for Education and includes representatives from the University of Hawaii, Department of Education, Hawaii State Teachers Association, Hawaii Government Employees Association, University of Hawaii Professional Assembly, Hawaii Association of Independent Schools, and the Hawaii Public Charter School Commission, as well as the state chief information officer (Section 2(c)). The chair is also directed to invite students, civil rights experts, data-privacy experts, a Native Hawaiian education specialist, and technology and cybersecurity professionals (Section 2(d)). The task force is charged with developing: model statewide guidance on AI as an instructional tool including human-in-the-loop practices; data privacy and vendor transparency standards covering training dataset disclosure, bias testing, and audits; digital equity recommendations for rural schools in Hawaii, Maui, and Kauai counties; professional-development guidelines for educators; and a framework for evaluating student learning outcomes in AI-supported classrooms (Section 2(e)). The task force must submit reports to the legislature by December 1 of 2027, 2028, and 2029, and ceases to exist on December 31, 2029 (Sections 2(g) and 2(h)). Section 3 appropriates a to-be-determined sum from the state's general revenues for fiscal year 2026-2027, to be expended by the University of Hawaii. The Act's effective date is listed as July 1, 3000 (Section 4), which is a placeholder indicating it has not yet been enacted.
