Hawaii House Bill 1887 (33rd Legislature, 2026) amends Chapter 302A of the Hawaii Revised Statutes to require the Department of Education to develop and implement a statewide Artificial Intelligence (AI) literacy curricula plan for public school students in grades eleven and twelve. Under new Section 302A-A, beginning with the 2027-2028 school year, all public schools must provide a minimum six-week AI literacy course covering topics such as defining AI and key concepts, machine learning and generative AI fundamentals, ethical AI use, continuing innovations, and AI as it relates to Hawaii's history, environment, and culture. Completion of this course with a passing grade is a condition for graduation. Each public school must also develop a community- and parent-informed AI policy governing acceptable use by students and staff, which must be incorporated into the course curriculum. Under Section 302A-A(c), teachers must complete professional development and be certified as AI literacy teachers before teaching these courses. New Section 302A-B establishes an Advisory Council for Artificial Intelligence Education, appointed by the board from local AI industry representatives, to develop a teacher certification program, provide ongoing coaching, and curate resources for public schools. Section 3 establishes a three-year AI Education Grant Pilot Program within the Department of Education to fund teacher training and development of culturally responsive supplementary curriculum materials; the program sunsets on June 30, 2029, and interim reports to the legislature are due before the 2027 and 2028 sessions, with a final report due before the 2029 session. Section 4 appropriates $5,000,000 from general revenues for fiscal year 2026-2027 to implement the grant pilot program. The Act takes effect July 1, 2026.
