Hawaii S.B. 2212 (33rd Legislature, 2026) requires the Department of Education (DOE) to develop and implement a statewide Artificial Intelligence (AI) Literacy Curricula Plan for public school students in grades eleven and twelve. Under Section 1 (proposed §302A-A), beginning with the 2027-2028 school year, all 11th and 12th graders must complete a minimum six-week AI literacy course as a graduation requirement. The curriculum must cover AI fundamentals, machine learning, generative AI, ethical use, best practices in academic and professional settings, continuing AI innovations, AI in relation to Hawaii's history and culture, and each school's own AI policy. Each public school must also develop a community-informed AI policy on acceptable and ethical use by students and staff. Under Section 2 (proposed §302A-B), the Board of Education must appoint an Advisory Council for Artificial Intelligence Education composed of local AI industry representatives serving two-year terms (not to exceed six total years). The Advisory Council must develop an AI literacy teacher certification program, provide ongoing coaching, and curate course resources. Teachers must complete professional development and be certified before teaching AI literacy courses. Section 3 establishes a three-year AI Education Grant Pilot Program within the DOE to fund teacher training and development of culturally responsive supplementary curriculum; grants to any single school are capped at an amount left blank in the bill text. The pilot program expires June 30, 2029, with interim reports due to the Legislature before the 2027 and 2028 sessions and a final report due before the 2029 session. Section 4 appropriates $5,000,000 from general revenues for fiscal year 2026-2027 to fund the grant pilot program. The Act takes effect July 1, 2026 per Section 7.
