Hawaii S.B. 2585 (33rd Legislature, 2026) requires the Department of Health (DOH), in coordination with the Department of Budget and Finance, Office of Enterprise Technology Services, and Department of Human Services, to establish and maintain a publicly accessible, AI-enhanced online clearinghouse of evidence-based treatment and prevention programs. Under Section 2 (new chapter), the clearinghouse must aggregate data from peer-reviewed studies, federal registries, and academic databases; use AI to classify programs by level of evidence, population served, implementation readiness, and cultural responsiveness; offer personalized search tools for educators, policymakers, and community organizations; include practitioner feedback mechanisms; and issue AI-generated recommendations tailored to geographic, demographic, and sector-specific needs (§-2). Section §-3 requires DOH to integrate AI to augment human expertise, expedite literature review, and guide users through evidence-based implementation protocols. Section §-4 mandates interagency collaboration with the Departments of Education, Attorney General, and Labor and Industrial Relations, as well as public-private partnerships with academic institutions, nonprofits, and private AI developers. Section §-5 requires DOH to develop institutional knowledge guidelines and consult scientific experts to produce evidence standards and intervention reports. Section §-6 requires regular audits of any AI model used in the clearinghouse to ensure transparency, fairness, and bias mitigation, and mandates an annual report to the Legislature at least 20 days before each regular session. Section 3 appropriates an unspecified sum from the state general fund for fiscal year 2026-2027 to establish the clearinghouse. The Act takes effect July 1, 2026 (Section 4).
