Hawaii S.B. 2908 (S.D. 1 / H.D. 1), introduced in the Thirty-Third Legislature (2026), requires the Department of Business, Economic Development, and Tourism (DBEDT) to develop an AI-assisted pre-compliance intake pilot platform for a single county of the department's choosing, focused on single-family home permitting. The bill is grounded in findings from the SPEED task force (established under Act 133, Session Laws of Hawaii 2025), whose December 2025 final report identified incomplete submissions, misrouted applications, and poor-quality plans as major sources of permitting delays. Under Section 2, the pilot platform must: screen applications for completeness and inconsistencies; enforce required fields at intake; validate parcel and zoning information; route applications concurrently to all relevant county agencies; provide applicant-facing chat and FAQ guidance; and preserve in-person and phone support so that AI enhances rather than replaces human service. DBEDT must also develop metrics to evaluate whether the platform is suitable for statewide adoption (Section 2(b)). Section 3 appropriates a yet-to-be-specified amount from the state general fund for fiscal year 2026-2027, conditioned on the selected county providing matching funds in an also-unspecified amount. The Act takes effect July 1, 2050 (Section 4).
