Illinois HB1859 amends the Public Community College Act by adding Section 3-29.28, which governs the use of artificial intelligence in instruction at community colleges. Under subsection (b), each community college board must require that any course be taught by a faculty member who meets the qualifications set out in 23 Ill. Adm. Code 1501.303(f) and other applicable State Board rules. The bill explicitly prohibits a course from using artificial intelligence as the sole source of instruction in place of a qualified faculty member. Subsection (c) clarifies that nothing in the section prevents a faculty member from using AI as a supplemental or augmentation tool in their teaching. The term 'artificial intelligence' is defined by reference to Section 2-101 of the Illinois Human Rights Act.
