SCH CD-ARTIFICIAL INTELLIGENCE
Illinois HB2503, introduced by Rep. Laura Faver Dias in the 104th General Assembly, amends the School Code by adding Section 2-3.118a and modifying Sections 10-20.74 and 27-13.3. The bill requires the State Board of Education to establish a State Instructional Technology Advisory Board to provide guidance, integration, oversight, and evaluation of education technologies, including artificial intelligence. The Advisory Board is chaired by the State Superintendent of Education and includes teachers, principals, superintendents, school board members, regional education office representatives, classroom teachers, an instructional technology educator, and AI experts, all serving renewable two-year terms. Under Section 2-3.118a, the State Board must develop standards for AI safety, transparency, data privacy, and educational quality; adopt rules and evaluation rubrics; and by December 31, 2025 and annually by July 1 thereafter, publish a list of evaluated AI tools for informational purposes only—not for mandating or prohibiting any tool's use. The Board must also develop and annually update guidance for districts and educators on AI use and AI literacy, covering topics such as machine learning basics, classroom AI integration, bias and privacy evaluation, and best practices for student AI literacy. Professional development opportunities must be offered. Under Section 10-20.74, annual school district technology reports to the State Board must now include information on how students, teachers, and district employees use artificial intelligence. Under Section 27-13.3, the Internet safety education curriculum must include instruction in the safe and responsible use of artificial intelligence, and must address online harassment including AI-generated false representations such as sexually explicit deepfakes. The Act takes effect immediately upon becoming law.
