AI PRINCIPLES
Illinois HB3529, introduced by Rep. Janet Yang Rohr in the 104th General Assembly, creates the Illinois High-Impact AI Governance Principles and Disclosure Act (Section 1). The bill directs the Department of Innovation and Technology to adopt rules requiring businesses that use AI systems to comply with five principles of AI governance (Section 15): (1) Safety, (2) Transparency, (3) Accountability, (4) Fairness, and (5) Contestability. Under Section 20, covered businesses must publish a publicly accessible report on their official website explaining compliance with these five principles. The report must be updated annually or whenever significant changes are made to the AI system, include information on design decisions, training data, risk mitigation strategies, and impact assessments, and be written in plain language with a more detailed layer for specialized audiences. Businesses that fail to comply with the Act or its rules face a civil penalty of $1,000 per violation (Section 20(b)). The Act applies only to businesses with 10 or more employees (Section 25) and takes effect January 1, 2026 (Section 99). Both for-profit entities and non-profit organizations are covered under the definition of 'business' (Section 10).
