SCH CD-AI USE IN EDUC COMM
Illinois HB5113, introduced by Rep. Nabeela Syed in the 104th General Assembly, amends the School Code by adding Section 2-3.214 (105 ILCS 5/2-3.214 new) to require the State Board of Education to establish an Artificial-Intelligence Use in Education Commission. The Commission's purpose is to collect information and submit recommendations on best practices and policies for smartphone and AI use in schools, with a focus on student-learning outcomes. Under Section 2-3.214(b), the Commission includes legislative appointees from both chambers, the Secretary of Innovation and Technology, the State Superintendent of Education, executives from the Illinois Community College Board and Board of Higher Education, two teachers, two principals, two AI experts, two business association members, two labor association members, and the Statewide Chief Information Security Officer; all members serve without compensation. Per Section 2-3.214(c), the Commission must hold at least 10 public hybrid meetings, with five held virtually and five held in-person across Chicago, Springfield, the Metro East region, the Quad Cities region, and Southern Illinois. Responsibilities under Section 2-3.214(d) include drafting model policies for generative AI use by students, recommending smartphone policies for instructional time, reviewing research on technology's impacts on student learning and mental health, and addressing other emerging education-technology topics. The State Board provides administrative and technical support per Section 2-3.214(e). The Commission must file biannual reports with the Governor and General Assembly and dissolves after filing its fourth report per Sections 2-3.214(f) and (g). The entire section is repealed on January 1, 2030 per Section 2-3.214(h), and the Act takes effect January 1, 2027 per Section 99.
