VEH CD-SAFETY ZONES
Illinois SB1507 amends Section 11-208.8 of the Illinois Vehicle Code (625 ILCS 5/11-208.8) to update and expand the framework governing automated speed enforcement systems in safety zones, which applies only to municipalities with a population of 1,000,000 or more inhabitants (subsection (s)). Key provisions include: defining 'safety zones' as areas within one-eighth of a mile from schools, school district educational facilities, or park district recreational land, excluding Lake Shore Drive and controlled-access highways with 8 or more lanes (subsection (a)); restricting system operation to school days between 6 a.m. and 8:30 p.m. (or 9 p.m. on Fridays) for school-based zones, and one hour before/after park hours for park-based zones (subsection (a-5)); setting civil penalties of up to $50 for speeds 6–10 mph over the limit and up to $100 for speeds more than 10 mph over the limit, with no penalty for 5 mph or less over the limit (subsection (c)); directing net proceeds toward public safety, pedestrian and traffic safety, infrastructure, and after-school programs (subsection (d)); prohibiting compensation to vendors based on citation volume or revenue (subsection (n)); imposing a 2-year post-employment restriction on former legislators and municipal officials accepting employment with automated speed enforcement vendors (subsection (n-1)); requiring municipalities to publish system locations on their websites (subsection (q)); requiring statistical safety analyses every 2 years, made publicly available (subsection (r)); allowing the Department to revoke permits if officials are charged with bribery or misconduct related to the system (subsection (u)); and directing the University of Illinois Chicago Urban Transportation Center to study crash data, AI-powered camera effectiveness, driving behavior, and fatality reduction options on DuSable Lake Shore Drive (subsection (v)).
