Illinois SB1556, introduced February 4, 2025 by Sen. Meg Loughran Cappel, amends the School Code (105 ILCS 5) by adding Section 2-3.118a and modifying Section 10-20.74. The bill requires the State Board of Education to establish a State Instructional Technology Advisory Board to provide guidance, integration, oversight, and evaluation of education technologies, including artificial intelligence. The Advisory Board is chaired by the State Superintendent of Education and includes representatives from teacher, principal, superintendent, and school board associations, regional education offices, practicing classroom teachers, an instructional technology educator association, and AI experts, all serving renewable two-year terms. Working with the Advisory Board, the State Board must develop standards covering safety, transparency, data privacy, and educational quality for AI tools used in schools, adopt rules and a rubric to evaluate AI tools against those standards, and publish an evaluated tool list by December 31, 2025 and each July 1 thereafter—with the caveat that the list is informational only and cannot mandate or prohibit use of any tool. The Board must also develop and annually update guidance for districts and educators covering AI concepts, classroom applications, bias and privacy evaluation, best practices for selecting and implementing AI, student AI literacy, and equitable access. Professional development (both synchronous and asynchronous) must be offered to support educators. Additionally, the annual district educational technology report under Section 10-20.74 is expanded to include student, teacher, and district use of artificial intelligence. The Act takes effect immediately upon becoming law.
