Illinois SB1920 amends the School Code by adding new sections and modifying existing ones across four main areas. Section 2-3.118a (new) directs the State Board of Education to develop and publish statewide guidance by July 1, 2026 on the use of artificial intelligence in K-12 education, covering topics such as basic AI concepts (machine learning, natural language processing, computer vision), classroom applications, bias and privacy risk management, student-data privacy laws (including FERPA, COPPA, and Illinois-specific statutes), AI literacy best practices, equity for special populations, and available support resources including the State Board's Learning Technology Center. The State Superintendent may also convene a statewide council—including at least two practicing classroom teachers and diverse representation—to advise on further AI guidance. Section 2-3.206 (new) directs the State Board by July 1, 2026 to encourage school districts to collect teaching resources supporting American Sign Language programs for kindergarten through grade 8. Section 21B-30 (amended) updates educator testing requirements, including provisions for a paraprofessional competency test, a revised elementary education content area test by July 1, 2026 that incorporates bilingualism and foundational literacy elements, a Teacher Performance Assessment Task Force tasked with reporting recommendations by October 31, 2024, and a new requirement that the State Board post publicly by July 1, 2026 its process for evaluating content area knowledge tests for validity and bias. Section 27-13.3 (amended) expands the existing internet safety education curriculum to explicitly include recognizing and reporting online harassment and cyber-bullying involving AI-generated false representations of individuals, including sexually explicit deepfake images and videos.
