Illinois SB2786, introduced by Sen. Lakesia Collins on January 13, 2026, amends the Illinois Procurement Code by adding Section 20-25.3 (30 ILCS 500/20-25.3) to establish a procurement modernization and artificial intelligence pilot program. The bill authorizes the Department of Central Management Services to enter into a sole source contract with Amp AI, doing business as Nozma, for a 6-month pilot project. The pilot must be conducted in no more than 7 municipalities chosen by the contractor, each with a population under 200,000, to test AI procurement applications across diverse regional and administrative environments. Under supervision of the Department and the Office of the Governor, the contractor must: conduct a comprehensive procurement modernization study benchmarking Illinois against peer states; develop and test a proof-of-concept request for proposal classification and qualification engine; conduct an equity and access analysis for small businesses, minority-owned businesses, veteran-owned businesses, and rural contractors; develop a data integrity and security framework; publish monthly progress dashboards; host at least one stakeholder workshop; and submit a final report to the Governor and General Assembly. The program must commence within 30 days of the act's effective date and conclude within 6 months unless extended by the Governor. The Department must coordinate with the Office of Equity and Inclusion and the Legislative Ethics Commission, and based on pilot results, prepare draft administrative rules or legislative proposals for broader procurement modernization including performance metrics and workforce training. The Department may also collaborate with other state agencies, local governments, and higher education institutions, and may seek public or private grants to support financially constrained municipalities. The act takes effect immediately upon becoming law.
