SCH CD-TEACHER EVALUATION-AI
Illinois SB2909 amends Section 24A-5 of the School Code (105 ILCS 5/24A-5) to add new restrictions on the use of artificial intelligence (AI) tools in teacher evaluations. Specifically, the bill prohibits evaluators from using any AI tool to assign a numerical score or qualitative rating—such as 'excellent,' 'proficient,' 'needs improvement,' or 'unsatisfactory'—for any component of a teacher's evaluation or any task requiring professional judgment. AI tools are permitted only to assist evaluators with administrative tasks. Similarly, teachers are prohibited from using AI tools to generate evidence of professional practice that will be used to evaluate their performance, though AI may be used for administrative support. The joint committee established under subsection (b-5) of Section 24A-4 is tasked with determining how AI tools may be used within the evaluation framework. Disclosure requirements are also established: if an evaluator uses an AI tool, its name and specific purpose must be disclosed to the teacher being evaluated, and vice versa. The bill retains existing evaluation frequency requirements, including evaluating teachers not in contractual continued service at least once per year, and teachers in contractual continued service at least once every two school years, with more frequent evaluations for those rated 'needs improvement' or 'unsatisfactory.' Remediation and dismissal procedures under subsections (h) through (n) remain unchanged.
