Illinois SB2927, introduced January 27, 2026 by Sen. Mike Simmons, amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois by adding Section 605-1119 (20 ILCS 605/605-1119). The bill directs the Department of Commerce and Economic Opportunity, in consultation with the Department of Labor, to conduct a comprehensive study on strategies to protect jobs at risk of displacement due to artificial intelligence (as defined in Section 2-101 of the Illinois Human Rights Act). The study must include: (1) analysis of AI's current and projected impact on Illinois labor market conditions and job displacement; (2) analysis of how AI may reshape key industries, occupations, and skill sets; (3) proposed initiatives to stimulate economic growth, job creation, and talent development; (4) recommendations for legal or policy changes to ensure responsible and ethical AI use; (5) recommendations to encourage AI innovation and support displaced workers; (6) proposed policy changes related to workforce development, education, and university research; (7) recommendations to promote transparency and accountability in AI use; and (8) data and recommendations regarding job displacement in disproportionately impacted communities. The Department must solicit input from labor leaders, technology experts, industry leaders, and gig workers. A final report with findings, recommendations, and potential statutory language must be submitted to the General Assembly and the Governor no later than December 31, 2026, and made publicly available on the Department's website. Section 605-1119 is repealed on December 31, 2027. The Act takes effect immediately upon becoming law.
