Louisiana HB 1184 (2026 Regular Session, Rep. Carlson) has not been enacted. After being read by title, it was referred to the House Committee on Appropriations on 2026-04-01. If enacted, then starting July 1, 2027, public entities across Louisiana government could not contract for artificial intelligence technology, software, or products, or for products or services that use AI, unless the vendor gives a signed affidavit from an authorized representative. The affidavit must attest four things: (1) the vendor is not owned by a foreign country of concern; (2) no foreign country of concern has a controlling interest in it; (3) it is not organized under the laws of such a country; and (4) its principal place of business is not in such a country. "Foreign country of concern" means the People's Republic of China, the Russian Federation, the Islamic Republic of Iran, the Democratic People's Republic of Korea, or the Republic of Cuba. It includes any agency of those countries and any entity under their control. "Artificial intelligence" means a machine-based system that can, for a given set of human-defined objectives, make predictions, recommendations, or decisions influencing real or virtual environments. The requirement would be added in several places. R.S. 17:351.1(F) covers textbooks and instructional materials. R.S. 17:1421 covers the LSU Board of Supervisors and the institutions and programs it administers. R.S. 17:3393(A)(2)(d)(iii) covers higher education procurement. R.S. 24:38.1 covers legislative branch agencies. R.S. 38:2216.2 covers public entities under the Public Bid Law. R.S. 39:1602.3 covers governmental bodies and entities under the Louisiana Procurement Code. R.S. 39:200.1 and amended R.S. 39:199.1 apply the 39:1602.3 requirement to state IT procurements and to alternative software procurements. Section 5 makes the act effective July 1, 2027.
