County Boards of Education - Artificial Intelligence Training Program - Requirement
Maryland Senate Bill 375 has not been enacted. It is in committee (Education, Energy, and the Environment) after a first reading on January 27, 2026, and a hearing rescheduled to February 27. If enacted, it would add § 4–148 to the Education Article and require the State Department of Education to develop or approve an artificial intelligence (AI) training program for county board of education members. The program would have two parts. The foundational training would cover AI fundamentals (capabilities, limitations and risks), AI use policy development (including safety and ethics by age and grade level), student privacy and data protection laws, and AI procurement guidelines and oversight. The continuing annual training would summarize the foundational topics and cover new developments, evolving best practices in education, and new guidance. Training could be in person, online or hybrid, and could be offered by an organization responsible for professional development of county board members. New members would have to finish the foundational training within 1 year of starting their term. Members in office on July 1, 2026, would have to finish it by June 30, 2027. After that, members would have to complete the continuing training by June 30 each year. Members would submit completion certificates to their board president and the Department, though automatic recording processes could replace this. The Department would publish on its website a report listing members who did not complete the training in the prior year. By October 1, 2028, and every 2 years after that, it would report to the Governor and the General Assembly on the program's effectiveness. "Artificial intelligence" would be defined by reference to § 3.5–801 of the State Finance and Procurement Article. The Act would take effect July 1, 2026.
