Delivery of professional services through artificial intelligence directly to consumers precluded, and enforcement and penalties provided.
H.F. No. 4979 has not been enacted. It was introduced April 16, 2026, and referred to the House Commerce Finance and Policy Committee. If enacted, it would add Minnesota Statutes section 325F.701, which bars AI from delivering licensed professional services directly to consumers. "Professional services" means services for which the state requires a license, certificate, or registration. Under subd. 2(a), the owner of an AI model may not let the model provide a professional service to a consumer unless a natural person operates it while the service is provided. That person must be credentialed, or must represent a credentialed business. Subd. 2(b) applies the same restriction to any business or person who uses an AI model to provide a professional service to a consumer. "Consumer" means a person or business that is not itself credentialed for the service it seeks. Subd. 2(c) says credentialed professionals may still use AI as a tool to assist them in performing a professional service. Under subd. 3, the attorney general would enforce violations under section 8.31.
