Delivery of professional services preclusion through artificial intelligence directly to consumers
Minnesota S.F. No. 4927 has not been enacted. It was introduced March 26, 2026, referred to the Commerce and Consumer Protection committee, and Boldon was later added as an author. If enacted, it would add Minnesota Statutes section 325F.701, which bars AI from performing licensed professional activities on its own. Under subdivision 1, "professional services" means services for which the state requires a license, certificate, or registration. A "consumer" is a person or business that is not credentialed for the service it seeks. Under subdivision 2, paragraphs (a) and (b), an AI model's owner may not let the model provide a professional service to a consumer, and no business or person may use an AI model to provide one, unless a natural person operates the model while the service is provided. That person must be credentialed, or must represent a credentialed business. Subdivision 2, paragraph (c) says credentialed professionals may still use AI as a tool to assist them in performing a professional service. Under subdivision 3, the attorney general would enforce the section under section 8.31.
