Interim study of artificial intelligence
Montana HJ 4 (69th Legislature) is an enacted joint resolution of the Senate and House. It is a request, not a regulatory statute. It asks the Legislative Council to designate an appropriate interim committee or statutory committee, under section 5-5-217, MCA, or to direct sufficient staff resources, to study artificial intelligence. The study would: (1) examine current laws and regulations in Montana, other states, and the federal government that have helped create regulatory structures for AI, and whether they would be similarly effective in Montana; (2) use other state models to research an AI code of ethics for state agencies and an AI bill of rights for citizens; (3) examine transparency and disclosure requirements and civil and criminal liability for entities that develop or deploy AI systems; and (4) assess AI's benefits and risks to state agencies and to the rights and interests of Montana residents, including effects on employment, constitutional and legal rights, privacy interests, and economic welfare. If staff do the study, their findings or conclusions must be presented to and reviewed by an appropriate committee designated by the Legislative Council. All aspects of the study must be concluded before September 15, 2026. The final results, including any findings, conclusions, comments, or recommendations of the committee, are to be reported to the 70th Legislature.
