AI Ethics and Literacy Across Education
North Carolina Senate Bill 640 (2025), "AI Ethics and Literacy Across Education," has not been enacted. It was filed March 25, 2025, passed first reading, and was referred to the Senate Committee on Rules and Operations. If enacted, Section 1 would add new G.S. 115C-81.66, "Artificial intelligence instruction," to Part 1 of Article 8 of Chapter 115C. Under subsection (a), the State Board of Education would have to adopt standards for age-appropriate AI instruction for kindergarten through grade 12. The standards would have to cover at least: (1) basic AI concepts, including an age-appropriate understanding of how AI systems source and create content; (2) real-world applications of AI; (3) economic, legal, and social issues around the use of information provided by AI; and (4) responsible, ethical use of AI, including privacy, oversight, academic dishonesty, and the effect of human bias on AI models. Under subsection (b), the Board's standards could place this instruction within the computer science course standards for middle school and high school. Section 2 would make the act effective when it becomes law and apply it beginning with the 2025-2026 school year.
