New Jersey Assembly Bill No. 5481 (introduced September 14, 2026 and referred to the Assembly Public Safety and Preparedness Committee) has not been enacted. If enacted, it would limit how long automated license plate reader (ALPR) data can be kept. Section 1.a defines ALPR data as the raw and derived data an ALPR collects. An ALPR is a device that photographs or scans license plates and uses "artificial intelligence analytics" to identify the plate, compare it against databases, and generate derived data. Fixed devices and devices attached to police vehicles are both covered. Section 1.b(1) would require the State and any political subdivision to automatically and permanently delete stored ALPR data no later than 180 days after collection. Section 1.b(2) would bar the State and political subdivisions from entering into or renewing a contract with an ALPR vendor unless the contract requires the vendor to automatically and permanently delete stored ALPR data within the same 180 days. Section 1.c says the bill does not prohibit storing ALPR data as needed to comply with discovery under the Rules of Court. Under Section 2, the act would take effect immediately.
