The bill defines "deceptive audio or visual media" or "deep fake" as recordings, images, or other technological representations that appear to authentically depict a person's speech or conduct that did not occur, and whose production depended substantially on technical means rather than human impersonation (section 1.a). The unit would give technical assistance, expertise, education, and training to State and local law enforcement, prosecutors, and State courts. A manager with technical and legal expertise, appointed by the Attorney General, would supervise it. The Administrative Director of the Courts could designate a liaison and training coordinator. Its duties would include analyzing and authenticating evidence, providing expert testimony, training, collaborating with State, federal, and private-sector entities, and (starting one year after formation) issuing an annual report to the Governor and Legislature. The report would cover unit activity, technology advances and detection methods, legal changes, academic and private-sector collaboration, and recommendations (section 1.b(1)-(5)). The Attorney General may adopt implementing guidelines (section 1.c). The bill appropriates $2 million from the General Fund to the Department of Law and Public Safety (section 1.d). It would take effect six months after enactment, though the Attorney General may act administratively beforehand (section 2).
