Revises provisions relating to artificial intelligence. (BDR 36-393)
Nevada Assembly Bill 325 became law as Chapter 123, effective October 1, 2025. Section 2 defines "artificial intelligence" for emergency management as a machine-based system that can, for a given set of human-defined objectives, make predictions, recommendations or decisions influencing real or virtual environments. Section 3 requires any state emergency management plan prepared under NRS 414.060, and each emergency operations plan described in NRS 414.040(4)(b)(2) that a state or local governmental agency adopts, to include provisions ensuring that final decisions on emergency response planning and the allocation of resources in an emergency are made by a natural person and not by artificial intelligence. Section 4 amends NRS 414.030 so the section 2 definition applies throughout NRS chapter 414. Section 5 adds a new section to NRS chapter 704. It bars a public utility from making a final decision to reduce or shut down utility service in response to a disaster or emergency based solely on the use of artificial intelligence. It uses the section 2 definition of AI and the existing NRS definitions of "disaster" (NRS 414.0335) and "emergency" (NRS 414.0345).
