Nevada Assembly Bill 73 became law as Chapter 224 (approved June 3, 2025; effective January 1, 2026, per Sec. 6). It adds new provisions to NRS Chapter 294A (Sec. 1). Under Sec. 2, subsection 1, any communication made or paid for by a person, organization, candidate, personal campaign committee, committee for political action, or party-sponsored committee that supports or opposes a candidate, group of candidates or party, gives information on political or social issues intended to influence an election, or solicits contributions, and that includes any synthetic media, must clearly and conspicuously state: "This (image/video/audio) has been manipulated." Under Sec. 2, subsection 2, for video the disclosure must appear for the entire duration. Audio-only communications must read it aloud clearly, in the same language as the audio, at the beginning and end, and at intervals of no more than 2 minutes if the audio runs longer than 2 minutes. Under Sec. 2, subsection 3, a candidate depicted in a communication with synthetic media that lacks the disclosure may seek an injunction or other equitable relief in district court against whoever made or paid for it. Under Sec. 2, subsection 4, no liability is imposed on streaming, interactive computer, cloud or internet service providers; broadcasters, telecommunications networks, cable or satellite operators; programmers or producers of broadcast content; or people publishing synthetic media as satire or parody entertainment. Under Sec. 2, subsection 5, "synthetic media" means realistic but false images, audio or video of a real person's appearance, speech or conduct, intentionally manipulated with AI, generative AI or generative adversarial network techniques. The manipulated content must depict something that did not actually occur and create a fundamentally different impression than the original. The same subsection also defines artificial intelligence, generative AI, generative adversarial network and interactive computer service. Secs. 3-5 were deleted by amendment.
