Prohibits the use of most artificial intelligence in classrooms prior to high school except for AI used for diagnostic purposes or explicit instruction interventions for students with disabilities.
New York Assembly Bill 9190 (2025-2026 session), introduced by Assembly Member R. Carroll, amends the Education Law by adding a new Section 115 to prohibit the use of artificial intelligence in classrooms for students below ninth grade (i.e., prior to high school). Under Section 115, 'artificial intelligence' or 'AI' is defined as any machine-based system that makes decisions based on algorithms, machine learning, or any form of data-driven modeling. The prohibition includes an exception allowing AI to be used for diagnostic purposes or explicit instruction interventions for students with disabilities. The Commissioner of Education is directed to provide school districts with guidance on permissible uses and best practices. The bill explicitly preserves the ability of teachers, administrators, and other school personnel to use AI for administrative and planning purposes. The act would take effect July 1 following enactment, with rulemaking authorized to begin immediately upon passage.
