New York Assembly Bill 11119 amends the Legislative Law by adding a new section 5-c to require all members of the New York State Assembly and Senate to verify their daily attendance on legislative session days using a biometric facial recognition system integrated with an identification card process installed in each chamber. Under section 5-c, members must register their attendance no earlier than ninety minutes before the official convening of the session. The identification card readers are to be equipped with facial recognition technology that captures a contemporaneous photograph to confirm the identity of the cardholder. Only the elected member to whom the card is issued may use it; use by staff or any other individual is explicitly prohibited. The act takes effect January 1 following its enactment.
