Provides that each school district, charter school, and board of cooperative educational services shall adopt and implement a written policy governing the use of humanoid robots in schools and that such policy shall prohibit the use of an artificial intelligence-enabled humanoid robot in an instructional capacity; defines terms.
New York Assembly Bill 11693 (introduced September 2, 2026, and referred to the Committee on Education) has not been enacted. If enacted, it would add a new section 3039 to the education law. Section 3039 defines an "artificial intelligence-enabled humanoid robot" as a physical robotic device that is designed or marketed to simulate human appearance, expression, movement, voice, or social interaction, and that uses AI or machine learning to generate autonomous or interactive responses to users. It defines "instructional capacity" as using such a robot to lead or deliver classroom instruction, provide one-on-one or small-group instruction or tutoring, assess or grade student work, or otherwise perform duties ordinarily done by a certified teacher, teaching assistant, or other certificated or licensed school employee. Under subdivision 2, each school district, charter school, and board of cooperative educational services would have to adopt and implement a written policy governing the use of humanoid robots in schools. Under subdivision 3, that policy must prohibit using an AI-enabled humanoid robot in an instructional capacity. Under section 2 of the bill, the act would take effect on the ninetieth day after it becomes law.
