Oklahoma SB 1734, the Oklahoma Responsible Technology in Schools Act, was approved by the Governor on May 12, 2026 (70 O.S. § 11-120). It names July 1, 2026 as its effective date, and a separate emergency clause says it takes effect on passage and approval; the bill does not say which controls. It sets rules for any public school district that uses artificial intelligence. AI tools must be used under an educator's direction, with a human in the loop: an educator or authorized employee reviews AI outputs before they are used in instruction, feedback, assessment or decisions, and responsibility cannot be handed to an AI system or vendor. AI may not be the primary basis for grading, discipline, placement, promotion, retention or other high-stakes decisions. Student-facing tools must suit students' age and serve defined educational purposes. All tools must comply with student privacy laws including FERPA and meet recognized industry standards or otherwise stringent private audit and security standards, and districts must take reasonable steps to minimize the student data they share. Each district must give parents a written disclosure at least once a year listing the AI tools in use, their vendors, the categories of student data collected, how that data is shared, and each tool's purpose. Parents may opt a student out of student-facing AI tools at any time without academic penalty or loss of core instruction. The State Department of Education must publish guidance, and each district board must adopt an AI policy before the 2027-2028 school year covering oversight roles, permitted and prohibited uses, data protection, transparency and periodic review. The act does not require any district to use AI.
