Pennsylvania House Bill 2174 has not been enacted. It was referred to the House Judiciary Committee on January 30, 2026. If enacted, it would add a new section, 75 Pa.C.S. § 6314, to the vehicle code. Under § 6314(a), a law enforcement agency could not sell, share, allow access to, or transfer automated license plate reader information to any federal, state, or local government agency. That bar applies when the purpose is to investigate or enforce a law that denies or interferes with a person's right to get medically accurate and medically appropriate information, or an evidence-based and medically appropriate medical service. Under § 6314(b), before sharing such information with another government agency, a law enforcement agency would have to get a written declaration from that agency affirming it will not use the information in a way that violates subsection (a). Without a signed declaration, the information could not be shared. Under § 6314(c), the information would be held confidential to the fullest extent permitted by law. Section 6314(d) defines key terms, including "automated license plate reader system" (mobile cameras plus algorithms that convert plate and vehicle images into data). That definition excludes devices used solely for traffic violations or tolling. It also defines "medically accurate," "medically appropriate," and "evidence-based," and it takes "law enforcement agency" from 44 Pa.C.S. § 7202. Section 2 says the act would take effect in 60 days.
