Providing for a temporary prohibition on artificial intelligence chatbots in children's toys and for Joint State Government Commission study; establishing an advisory committee; and imposing penalties.
Pennsylvania House Bill 2637 (Printer's No. 3607) has not been enacted. It was introduced June 15, 2026 and referred to the House Communications & Technology Committee. If enacted, it would be the "Artificial Intelligence Chatbots in Children's Toys Temporary Prohibition Act" (Section 1). Section 3(a) would bar any person from manufacturing, distributing, selling, leasing, or offering for sale or lease in Pennsylvania a children's toy that incorporates an AI chatbot. Section 2 defines a children's toy as a product designed, marketed, or intended as a plaything for a child under 14. It defines an AI chatbot as generative AI that simulates or engages in interactive conversation with a user. Chatbots that give only scripted, prewritten, or predetermined output are excluded. The prohibition is temporary. Under Section 3(b), it stops applying three years after the effective date of that subsection. Under Section 3(c), the Attorney General must send notice of that end date to the Legislative Reference Bureau for publication in the Pennsylvania Bulletin. Under Section 3(d), the Attorney General can still enforce violations that happened before the end date. Under Section 4, a violation is an unfair method of competition and an unfair or deceptive act or practice under the Unfair Trade Practices and Consumer Protection Law. The Attorney General may seek an injunction (Section 4(b)), restitution and costs (Section 4(c)), and civil penalties (Section 4(d)). These remedies are cumulative with other remedies (Section 4(e)). Under Section 5, the act would take effect immediately.
